You are correct, it is not :) This particular item is crafted by an Alchemist. The item you might be thinking of, the 'Faded Copy' crafting material, does not come from the Gold Saucer either. It comes sometimes from killing A/S hunt mobs, particularly Heavensward hunt mobs.
