Just so new people know this is a new quest that is only available via the Grand Company scouts story line. The mission "Crystal Recovery" will pop once once of your recruits reaches the level of 40. However that doesn't mean you will be able to complete it right away. The stat requirements for this quest requires at least a total of 300 in Strength, Heart and Tactics. So you may have to retrain your recruits to meet this stat or do as I did and get all 8 squad members to level 45 with chemistry bonuses. Either way it will take awhile to get your squad trained up enough to complete it.
