According to another disqus comment on one of the other quests (http://ffxiv.gamerescape.com/w... ):
"This quest has been temporarily disabled as of Patch 3.05 due to issues
with the Korean and Mac versions. Today's hotfix maintainance did not
mention this has been resolved yet. The 2 other quests in the other 2
cities are also disabled for the same reason."
So that would be why it doesn't work and doesn't appear after abandoning it :( The next hotfix they do should hopefully re-enable it..
