How is works is this: There are certain "special" fishing spots that you can't cast into unless you have the required level of gulleye for that spot. It will say "You sense something swimming below but are uncertain where" if you try. Once you have the required level of gulleye for that spot, you can cast into it. Most fishing spots do not require gulleye and thus you can cast into them regardless of your fisher level, however if you are fishing in a high level spot, you may not be able to catch anything if your bait is too low level for any of the fish in that spot.
