It's rarely given to you after successfully completing the Snowcloak dungeon. It's not a guaranteed drop, and used to be considered as low as a 10% drop.. so just keep doing Snowcloak with 'A Ponze of Flesh' in your quest log and make sure you're on the right part of that quest, and you should eventually get it :)
