Have you unlocked Beast Tribe daily quests and the ability to do Treasure Hunts? I think those are blocked off until you unlock each subsection.. (Treasure hunting should unlock at level 36 via the 'Treasures and Tribulations' sidequest, and Beast Tribe dailies should unlock when you open any of the beast tribes)
