The only way is to get *****EXTREMELY***** lucky with a retainer's Quick Venture. Almost every item in the game can come from Quick Ventures, so your chances of getting this exact item is far, far less than .001%.
It's basically best to not even worry about getting this, no matter how nice its stats are.
