This item is absolutely available all the time. There are no special 'rules' for it.. Elm Lumber is available 24/7/365. It's either crafted from 3x Elm LOGs (which is also available 24/7/365), or bought from certain vendors. The Ixali Vendor requires you to unlock him/have a certain reputation with their beast tribe in order to buy it, and the other 3 vendors require you to either be in an FC with a house that has the vendor in it, or your own house. But regardless of that you can still absolutely get these all the time from crafting it yourself.
