No, the weather is actually snow according to the client, so the sightseeing log doesn't work in the cities. I just tried the "Sightseeing Log: The Astalicia" at 10:30 PM Eorzean time (which is within the 18 - 05 time range) and Garlond Tools says it was fair / clear / sunshine skies in Limsa.
