-BZZZZ- Wrong. Rilu is correct, all nodes can be accessed 4 levels bellow the node level. Also, a level 35 item in a level 35 node can be obtained even at level 31 with a low % gathering rate.

Have you completed the 'Leves of Swiftperch' sidequest? That's a pre-requisite for being able to take leves from Costa, according to the Lodestone anyways.. though they also show Bentbranch and Horizon...
