The Lodestone (http://na.finalfantasyxiv.com/... ) says it is. As that's SE's offiicial 'database', I'm willing to bet you were looking at the lower levelled version of this item, http://ffxiv.gamerescape.com/w... (which is NOT desynthable) by mistake :)
