To unlock Tataroga, you must complete a quest. That quest is level 50. That quest also unlocks Glamours. http://ffxiv.gamerescape.com/w...So, they force you to be level 50 in order to learn this :\

Only in SE's notoriously false RNG world does this proc DE 30% of the time. For me closer to 15%, and I am more likely to miss on a "95%" attempt than I am for this to trigger.
